Terms of Service

Procura (procura.cc) is provided by BETTER SOLUTIONS SHPKNJP, Filip Vtori Makedonski 3/11, Centar, Skopje, North Macedonia, registered in the Central Registry of North Macedonia under EMBS 7641087, tax number (EDB) 4080022610528("we", "us").

Contact: info@procura.cc. These Terms are a contract between us and the person or organization that creates a Procura account ("you").

Procura is an online software service (software as a service) for finding and preparing public tenders. It is offered as a single paid subscription, Procura Pro, which includes:

• Tenders & Opportunities Hub: public procurement notices from UN agencies, the World Bank, EBRD, ADB and national portals across the Balkans and beyond
• Email alerts for new tenders that match your chosen categories, countries and keywords
• AI tender requirement extraction for 5 new tenders per month: upload a tender package and get a structured list of required documents and conditions (re-running an extracted tender is free)
• Shared workspace for your organization with role-based access and an audit trail

The current price and what is included are shown on the Pricing page at the time you subscribe.

Procura is intended for businesses, public bodies and professionals. You must be at least 18 years old and able to enter into a binding contract. If you create an account for an organization, you confirm that you are authorized to accept these Terms on its behalf.

You are responsible for keeping your login details secure and for activity under your account. Tell us immediately at info@procura.cc if you suspect unauthorized use. Organization owners are responsible for the users they invite.

Our order process is conducted by our online reseller Paddle.com. Paddle.com is the Merchant of Record for all our orders: when you subscribe, you buy from Paddle, which takes the payment, charges any tax that applies, issues your invoice and handles payment questions and refunds. Your purchase is also subject to Paddle's Buyer Terms. These Terms govern your use of Procura itself.

Procura Pro costs €79.99 per month, in euros (EUR), including any VAT or sales tax that applies. Paddle calculates the tax for your country and the checkout shows the exact amount before you pay.

Free access: Without a subscription you can use the Tenders Hub and tender alerts free for 7 days after you create your account, and extract requirements from up to 2 tenders. Inviting team members needs Procura Pro. No card is needed and nothing is charged until you subscribe. When the free period ends, the Tenders Hub and alerts stop until you subscribe; they do not turn into a paid subscription by themselves.

• When you are charged: the full monthly price is charged immediately when you subscribe, and then automatically every month on the date your current billing period ends.
• Automatic renewal: the subscription renews monthly until you cancel it. By subscribing you authorize Paddle to charge your payment method for each renewal.
• Price changes: we will tell you by email at least 30 days before a new price applies. The change takes effect from your next billing period, and you can cancel before then.
• Failed payments: if a renewal payment fails, Paddle retries it over a period of up to 30 days and we email you; your access continues during this time. You can update your payment method in Billing at any time. If no payment succeeds, the subscription is cancelled and the paid features stop.
• Receipts and invoices: Paddle emails you a receipt for every payment, and your invoices are available in Billing.

Payments are taken by Paddle in a secure payment form shown on our Billing page. You enter your payment details directly into Paddle's form; Procura never receives or stores your card number or security code. Your card issuer may ask you to confirm the payment with strong customer authentication (for example 3-D Secure, such as a code or a confirmation in your banking app).

Paddle keeps your payment method for renewals. You can change it at any time with Update payment method in Billing.

Procura is a digital service; nothing physical is shipped. Your paid features are available online, immediately after Paddle confirms your payment, through your account at procura.cc.

We offer Procura to customers in all countries, except where providing it is prohibited by applicable sanctions or export laws, or where Paddle cannot sell to you.

You can cancel at any time in Billing, or through Paddle at paddle.net. Cancelling stops all future charges, and you keep access until the end of the monthly period you have already paid for; the subscription then ends. Until that date you can resume the subscription in Billing.

You can get a full refund for any reason within 14 days of a payment. Refunds are made by Paddle and are explained in our Refund Policy, which forms part of these Terms.

• Do not use Procura for anything unlawful, fraudulent or that infringes others' rights.
• Do not try to access other customers' data, test or bypass our security, or disrupt the service.
• Do not resell or systematically extract Procura's data or content without our written permission.
• Upload only documents you are entitled to use, and do not upload malware.

You keep all rights to the documents and information you upload. You give us permission to store and process them only to provide Procura to you, as described in our Privacy Policy, including processing by the automated (AI) features you choose to use.

Tender notices are collected from public procurement sources. We work to keep them complete and current, but we cannot guarantee that every notice, date or detail is accurate. Always check the official tender documents and the issuing authority's website before you act.

Requirement extraction, categories and alerts are produced automatically and can be incomplete or wrong. They help you prepare; they do not replace your own review of the tender documents. You remain responsible for your bids.

We aim to keep Procura available at all times but do not guarantee uninterrupted service, for example during maintenance or outages of third-party providers. We may improve or change features; if we remove a material paid feature, we will tell you in advance and you may cancel.

To the extent the law allows, we are not liable for indirect or consequential losses, such as lost profits, lost tenders or lost data, and our total liability for any claim is limited to the amount paid for your Procura subscription in the 12 months before the event giving rise to the claim.

Nothing in these Terms limits liability that cannot be limited by law, such as for intent or gross negligence, or your mandatory rights as a consumer.

You can stop using Procura and ask us to delete your account at any time. We may suspend or close an account that seriously or repeatedly breaches these Terms, after notice where reasonable. Payments for periods already started are handled as described in the Refund and Cancellation Policy.

We may update these Terms. For material changes we will notify you by email or in the app at least 30 days in advance. If you do not agree, you can cancel before the changes take effect.

These Terms are governed by the laws of the Republic of North Macedonia. Disputes will be handled by the competent court in Skopje, unless mandatory consumer protection law gives you the right to bring proceedings in your own country. Please contact us first; most issues can be resolved quickly.
